A meeting of Odstock Parish Council was
held at 7.30 pm on Wednesday, 17th January 2001 in The
Radnor Hall, Bodenham.
Present: Dr S Elcock (Chairman), Mr R
Underhill (Vice-chairman), Mr C Whitley, Mr R Poynting,
Mr C Berry, Mr R Parsons (Clerk), two members of the
public and Mr S Martin. Apologies were received from Mrs
J Payne and District Cllr Bryan Rycroft.
01/01 Questions from the Public:
Mr Alan Ambrose wants to know why the Nunton Bus Shelter
has not been painted. Cllr Whitley explained that the
Council had agreed to the estimate prepared by Mr P
Ruddle and that the best time to do the work would be in
the Spring.
02/01 Co-option of a Councillor:
Cllr Elcock welcomed Mr Simon Martin who has agreed to be
co-opted as the seventh Councillor. He will sign the
Declaration of Acceptance of Office as Odstock Parish
Councillor.
03/01 Declaration of Interest:
Cllr Elcock declared that he had a non-pecuniary interest
in planning application S/2001/26 since he is a Governor
of Odstock school.
04/01 Minutes: The minutes of the
Council meetings held on 29th November and 18th October
2000, having been circulated, were agreed and signed by
the Chairman.
05/01
Matters Arising:
* Cllr Berry is obtaining quotations for the
establishment of a 9x9 metre hard surface, netball and
goal posts. The cost is likely to be higher than
previously anticipated and is expected to use all of the
£4,736.24p R2 money accrued from developments in Odstock.
The Clerk reported that a letter from the Longford Estate
Office to the Council explaining the terms under which
the field is let would satisfy SDC with regard to the
tenancy status of the Playingfield.
06/01 Standing Orders: Cllr
Underhill proposed and Cllr Whitley seconded the adoption
of the Financial Regulations and Standing Orders. Each
Councillor has received a printed copy.
07/01 Planning:
* S/2000/2186 - Addition of Conservatory at 9 Ebbleside
Villas, Nunton. No Objection
* S/2000/2263 - Extension of dwelling and replacement of
garage and outbuildings at Amber Cottage, Bodenham. No
Objection
* S/2000/2293 - Replacement Dormer Windows at Lower
Nunton FarmHouse, Nunton. No Objection
* S/2000/2322 - Single storey UPVC Conservatory at
Hillside, Odstock. No Objection
* S/2001/26 - Erection of Mobile Classroom with
associated parking alterations to access the school field
at Odstock. After some discussion the Councillors decided
that they had no objection to the proposal in principle
but that they were concerned about the appearance of the
building in the plans as presented.
08/01 Correspondence: The Council
noted the annual reports from Youth Action Wiltshire and
Victim Support, the Waste Planning Newsletter from WCC.
The 'Off the wall Awards' - nominations deadline of 13th
Jan from SDC Community Initiatives Unit and the Notice of
a Liaison meeting for Chairmen and Clerks with SDC's CEO
Richard Sheard on Tuesday, 27th February. Cllr Elcock and
the Clerk will attend.
09/01 Ebble Community Pre-school:
A letter had been received explaining that the Ebble
Community Pre-school is running a deficit of £300 per
term due to a lack of children. A campaign has been
instigated to find at least two more children to attend
for four mornings per week. Until this is successful they
are seeking donations to cover the deficit. After some
discussion it was decided that the organisers should be
invited to provide a copy of their accounts to
demonstrate that the financial management of the group is
under control.
10/00 Transport, Roads and Footpaths:
Cllr Elcock reported that the bus stop situated about 25
yards East of the Radnor Arms could be positioned further
East where there is more space for passengers to wait off
the roadway. The Clerk will consult the Bus Company.
It has come to the Council's attention that a manhole
cover has been asphalted over on the main road in Odstock.
Cllr Elcock will draw this to the attention of the
contractors responsible.
