Odstock Parish Council

A meeting of Odstock Parish Council was held at 7.30 pm on Tuesday, 11th December 2001 in The Radnor Hall, Bodenham.

Present: Dr S Elcock (Chairman), Mr C Whitley, Mr R Poynting, Mr R Parsons (Clerk), District Cllr Bryan Rycroft and one member of the public. Apologies were received from, Mr R Underhill, Mr S Martin, Mrs J Payne and Mr C Berry. 

64/01 Questions from the Public: There is concern regarding the increasing amount of roadside parking on the Salisbury to Odstock road immediately outside the Hospital. Action: District Cllr Rycroft.

65/01 Declaration of Interest: None.

66/01 Minutes: The minutes of the Council meetings held on 20h June and 5th September 2001, having been circulated, were agreed and signed by the Chairman. 

67/01 Matters Arising: 
* It was noted that the installation of goal posts and the netball surface had been completed at Odstock Playing Field (OPF). The Clerk reported that a meeting with a representative from Playdale Playgrounds Ltd had been arranged for 14th December to establish whether there is a suitable site for swings in the OPF. Cllr Elcock was concerned that some of the R2 money might be lost if it's not used in time. Action: the Clerk.
* There was a discussion about developing the Nunton Playing Field (NPF). Cllr Whitley believes that priority must be given to establishing a new entrance to the field.
* The Parish Lengthsmen visits have been well received. Next visit is on 22nd and 25th February 2002.
* There was some discussion about the feedback from the Nunton Fête. There was a request that shrubs should be planted on the land around the Copper Beech tree in Nunton and there is a need for maintenance at Jubilee Gardens.
* The SWAG application for notice boards has been submitted.

68/01 Standards Committee and Code of Conduct: The Councillors noted the recent correspondence from SDC:
* 29th November - Ethical Framework and Code of Conduct by Mrs Susan J Tovey, Legal Services Manager and Monitoring Officer. * 7th November - Notice that Council member's code of conduct is now law. 

69/01 Transport, Roads and Footpaths: It was noted that the roads in Shepherd's Close are deteriorating rapidly. The District Council have been informed and action is anticipated. There are also two apparently abandoned cars in Shepherd's Close. Britford Parish Council is concerned about the route of the Harnham relief road. Action: the Clerk.

70/01 Planning: S/2001/2269 - ADVERT APPLICATION - FREESTANDING INTERNALLY ILLUMINATED SIGNS at NEW HALL HOSPITAL, BODENHAM. The Councillors believe that the proposed replacement signage will not detract from the amenity of the area and will support the application. * There was no objection to the proposed relocation of the hospital laundry from the Old Manor to Salisbury District Hospital.

71/01 Precept for 2002/03: The Clerk produced a budget and after some discussion, Cllr Whitley proposed keeping the precept at the same level as last year, bearing in mind the development of the Nunton field project. Both Cllr Elcock and Cllr Poynting agreed that a precept of £6,000 (Band D Council Tax of £22.29p) would be appropriate for 2002/03. 

72/01 Auditor's Report: The Memorandum of Matters Arising were considered and noted by the Councillors. District Audit has concluded and certified the Audit to 31st March 2001 of Odstock Parish Council. 

73/01 Correspondence: The following items were noted: * 29th November - Register of Electors 2002. * Agenda for SDC Parish and Town Council Liaison meeting on 5th December. * Parish and Town Councillors' Training Seminar on 16th January. * Notice of Public Enquiry into the Parliamentary Boundary Commission's proposals for constituency boundaries in Wiltshire on 22nd January. * Salisbury District Replacement Local Plan Inquiry dated August 2001. 
* South Wiltshire Agenda 21 Forum meeting on 17th October.

74/01 Finance: The Council approved the following payments:

75/01 The next Council Meeting will be held on or about Wednesday, 13th February 2002 in the Radnor Hall.
