Odstock Parish Council

A meeting of Odstock Parish Council was held at 7.30 pm on 21th January 2004 in The Radnor Hall, Bodenham.

Present: Rod Poynting (Chairman), Cliff Whitley (Vice-Chairman), Sue Nicholls, Richard Parsons (Clerk), District Cllr Bryan Rycroft and three members of the public. Apologies were received from Colin Berry, Brian Clake and Simon Martin. A minute's silence was observed in memory of the late Jeannie Payne who had served on the Parish Council for over thirty years.

01/04 Comments from the Public: A parishioner was concerned about the siting of a domestic fuel oil tank in connection with the building development adjacent to Odstock school. It is understood that this will be hidden behind a garage once building work is finished.

02/04 Candidates for Co-option: The following candidate was co-opted as a Member of Odstock PC:
        ELCOCK, Sherwood Major of The Cottage, Nunton
A Declaration of Acceptance of Office was signed and a Register of Member's Interests will be delivered to the SDC Monitoring Officer within 28 days.

03/04 Declaration of Interest: Cllr Nicholls declared a personal interest in the matter of road drainage at Nunton Drove since her property is directly affected by water runoff.

04/04 Minutes: The minutes of the meeting on 9th September, having been circulated, were agreed as a true record and signed by the Chairman.

05/04 Abandoned Vehicles: None to report.

06/04 Skips: Four Skips had been filled and removed from the villages during November.

07/04 Noticeboard for Odstock village: This is still under construction.

08/04 Bus Shelters: The Chairman reported that the three wood bus shelters had been repaired.

09/04 Jubilee Gardens: Proposals for repair and refurbishment are still under consideration.

10/04 Youth Development: Cllr Nichols reported a positive outcome to a meeting with the WCC Youth Development Co-ordinator. Several Parishioners agreed to take part in another meeting that would seek to organise suitable activities for 14-19 year olds.

11/04 Budget for 2004/05: Members debated a budget prepared by the Clerk and considered each item of expenditure. They resolved to issue a precept of £7,700 on Salisbury District Council

12/04 Audit for 2002/03: Members noted that the external Auditor had approved the 2002/03 Annual Return and this has been published on the village noticeboards.

13/04 Finance: The following payments were approved:

14/04 Rights of Way: The DEFRA consultation on the use of mechanically propelled vehicles on Rights of Way will end on 19th March. The South Wiltshire Rights of Way Preservation group will organise an 'awareness' meeting in Coombe Bissett Village Hall on a date to be specified towards the end of February.

15/04 Footpaths: There was a short discussion about the state of footpaths in the Parish. It was agreed that members would verify that all footpaths are easy to walk and that there are no obstructions.

16/04 WCC Parish Lengthsmen: A schedule of work had been completed on 11th/12th December

17/04 Roadside Drainage: WCC Highways are proposing to cut grips across the verge on Nunton Drove to disperse excess rainwater. Residents lower down have reported severe flooding when there is heavy rainfall.

18/04 Soiling of the A338: It was reported that recent wet weather had coincided with the movement of slurry across the A338. The resulting spillages had caused significant disruption to traffic flow and WCC Highways had been informed.

19/04 Litter: Cllr Elcock proposed that he would organise a litter collection day in the villages on 28th March. Villagers will be invited to meet in the Nunton Field at 10:00am and a notice to this effect will be put in News and Notes.

20/04 Correspondence: Members noted the Parish and Town Council Liaison meeting at 4:00pm on Monday 1st March in Salisbury City Hall.

21/04 The next Parish Council meeting is scheduled for Wednesday, 24th March 2004. The Chairman reminded members that apologies for non-attendance at meetings should be communicated to the Clerk as soon as possible before a Council meeting. Members should be aware that if they fail to attend any meetings for more than six months, without good cause, they will be disqualified and cease to be Councillors.

22/04 Confidential Motion: Councillors resolved that representatives of the press and other members of the public should be excluded from the remainder of the meeting because of the confidential nature of the business to be transacted that might be prejudicial to the public interest. (Section 1[2] of the Public Bodies [Admissions to Meetings] Act 1960).

23/04 Confidential Item: The Chairman informed members that a reply to the PC's concerns about the proposed lease on the Nunton Field had not yet been received from the solicitor advising the other parties.
