Odstock Parish Council

A meeting of Odstock Parish Council was held on 15th September 2004 in The Radnor Hall at Bodenham.

Present: Rod Poynting (Chairman), Cliff Whitley (Vice-Chairman), Sue Nicholls, Brian Clake, Sherwood Elcock, Richard Parsons (Clerk), and one member of the public. Apologies were received from Wiltshire County Cllr Julian Johnson and Salisbury District Cllr Bryan Rycroft, Simon Martin and Colin Berry.

62/04 Declaration of Interest: None.

63/04 Minutes of the Annual PC meeting held on 19th May, having been circulated, were agreed as a true record.

64/04 Bus Shelters: WCC would consider an additional Bus Shelter at Bodenham on a shared cost basis.

65/04 Jubilee Gardens: The Chairman and Cllr Elcock agreed to obtain advice on an appropriate scheme for repairing the effects of erosion of the riverbanks. A least two proposals would be required to satisfy grant funding.

66/04 Youth Development: No progress to report.

67/04 Bonfires and Garden Waste: The proposed Wiltshire Wildlife Trust 'shredder day' could not be organised because of the non-availability of a suitable site. The PC needs to be better prepared for WWT offers.

68/04 Management of the Nunton Field: Cllr Clake produced a management plan indicating the likely net cost of managing the field would be about £1,400 before the cost of the lease and the cost of hedge cutting. This included, annually, 6 car boot sales, 25 football matches, as an overflow car park once or twice for village parties etc and the Village Fete. Members believe that parishioners should be encouraged to help with day-to-day management. It was agreed that helpers should be sought by publishing the PC's intentions in News and Notes.

69/04 Developing the Nunton Field: A parishioner had donated a prefabricated double garage and Cllr Whitley stated that the PC would soon be ready to submit a planning application to SDC. The utility suppliers will be notified of the change of tenant and it is probable that an independent survey of the electricity service will be required.

70/04 Recycling and Waste Management: The Clerk reported that he had attended the Waste consultation meeting at Downton on 15-Sep where WCC was seeking feedback from Parish Councils on behalf of Council Taxpayers.

71/04 Payments: The following were approved:

72/04 Annual Return 2003/04: Members were able to answer each question in the affirmative and the accounts for y/e Mar-04 were approved as a correct record.

73/04 SDC Independent Parish Remuneration Panel Recommendations: To be considered at the next meeting.

74/04 Public Forum: It was reported that the 2004 Nunton Fete had raised £4,600.

75/04 WCC Lengthsmen: The next visit is scheduled for 17th/18th November.

76/04 Avon Valley Footpath: The WCC Rights of Way officer has instigated remedial maintenance.

77/04 Nunton to Odstock Footpath: This is usually maintained by WCC Highways.

78/04 Licensing Act 2003: The implications of this will be considered at a future meeting.

79/04 Planning: * S/2004/1691 - PROPOSED GARAGE at OAKDENE NUNTON DROVE. No objections.
* S/2004/1650 - LISTED BLDG (WKS) - AMENDMENT TO EXISTING APPROVAL FOR THE EXTENSION OF LOWER NUNTON FARMHOUSES LOWER NUNTON FARM HOUSE NUNTON - No objections.

80/04 Wiltshire Charter for Local Councils: This would be debated at Southern Area Committee on 30-Sep-04.

81/04 Correspondence: Members noted the schedule of available correspondence.

82/04 The next PC meeting will be held at 7:30pm on Wednesday, 1st December 2004.

The meeting closed at 9:15pm
