A meeting of Odstock Parish Council was
held at 7.30 pm on 19th January 2005 in The Radnor Hall,
Bodenham.
Present: Rod Poynting (Chairman), Cliff
Whitley (Vice-Chairman), Simon Martin, Colin Berry, Brian
Clake, Richard Parsons (Clerk), Salisbury District Cllr
Bryan Rycroft and three members of the public.

1/05 Open Public Forum: An Odstock
parishioner asked why the number of WCC Lengthsmen visits
had been cut by a third. The Clerk reported that the
reason given was so that all available manpower could
concentrate on repairing potholes across the County. The
correct procedure for reporting maintenance needs is via
the Clarence freephone service. WCC will be asked to
provide statistics on the use of this service within the
Villages.
2/05 Declaration of Interest: Cllr Simon
Martin declared a personal interest in Nunton Football
Field matters.
3/05 Minutes of the PC meeting held on 1st
December were agreed as a true record and signed by the
Chairman.
4/05 Jubilee Gardens: Cllr Berry was
concerned at the high cost indicated in the consultant's
report submitted at the last PC meeting. Cllr Martin
advised that the Environment Agency should be consulted.
Until ownership and responsibility for maintenance has
been established, the PC can proceed no further.
5/05 Recycling: The Parish Council needs
to be prepared for any initiatives that WCC decides to
introduce.
6/05 Skips: Members resolved to use the
annual skip grant from SDC to fund extra visits by SDC
refuse vehicles.
7/05 Nunton Field: Cllr Whitley reported
that the landowner was not satisfied with the development
proposals that would place the playground too close to a
neighbouring property. Members resolved to have a site
meeting on Sunday morning, 23-Jan, to consider alternate
positions for the car park and play area.
8/05 Electrical Survey: Cllr Clake
reported that an electrical survey of the Pavilion had
been arranged for 14-Feb.
9/05 Neighbourhood Watch: Members agreed
to arrange a Public meeting on 13-Apr. SD Cllr Rycroft
suggested that Salisbury Fire Station might be able to
provide free fire alarms. Action: The Clerk will make the
arrangements.
10/05 Alderbury Police: Members agreed
to invite the Officer in Charge to the next PC meeting on
23-Mar.
11/05 Odstock Playingfield: Members
agreed to the quotation of £393.82p for the 2005/06
grass-cutting season.
12/05 Payments: The following were

13/05 Bus Shelters: The Clerk reported
that WCC operates a scheme for sharing the cost of
installation.
14/05 WCC Lengthsmen: The Odstock
parishioner who acts as the co-ordinator reported that he
had provided a list with photos of items requiring
attention. He agreed to re-take the photos to show the
effectiveness of the visit.
15/05 Traffic Management: The Salisbury
Joint Transportation Team is unable to suggest a method
for reducing traffic flow through the villages while the
Britford Park and Ride is under construction. The
temporary traffic lights were removed over the Christmas/New
Year break and will only be used as long as absolutely
necessary. Cllr Elcock is still in negotiation with WCC
over the implementation of a traffic calming 'pinch point'
by the School.
16/05 Planning: * S/2005/0030
- FULL APPLICATION - EXTENSION TO EXISTING DWELLING TO
PROVIDE STUDY GARDEN STORE AND ATTIC BEDROOM at THE NEW
LODGE NUNTON DROVE NUNTON. Cllr Berry agreed to canvass
the neighbours of the development address and report back
to members.
* S/2004/2762 - FULL APPLICATION - CAR
PARK PLAYGROUND NEW STORE AND ALTERATIONS TO ACCESS at
THE FOOTBALL FIELD NUNTON DROVE NUNTON. Cllr Whitley
explained that this application would require further
alterations before being resubmitted.
17/05 Rural Arts: Members noted the
leaflet and schedule of events from www.RuralArtsWiltshire.org.uk
18/05 The next PC meeting will be held
at 7:30pm on Wednesday, 23rd March 2005.
The meeting closed at 8:46pm
