Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held at 7.30 pm on 22nd March 2006 in The Radnor Hall, Bodenham.

Present: Rod Poynting (Chairman), Brian Clake, Sherwood Elcock, Richard Parsons (Clerk), Wiltshire County Cllr Julian Johnson and two members of the public.
Apologies: Cliff Whitley (Vice-Chairman), Colin Berry, Sue Martin, Simon Martin and SD Cllr Bryan Rycroft.

13/06 Open Public Forum: There is ongoing concern about the amount of litter left behind by football players.

14/06 Declaration of Interest: Cllr Clake declared a personal interest in planning application S/2006/0341.

15/06 Minutes of the Ordinary PC meeting held on 18th January were agreed and signed by the Chairman.

16/06 Matters Arising:
a) Nunton Recreation Field: Members noted that, following consultation with Villagers, Cllr Whitley had negotiated with Playdale Playgrounds Ltd for the supply and installation a playground costing £26,000 that would be funded by the R2 money held on behalf of Odstock Parish by Salisbury District Council.
b) Car Parking at Shepherds Close: There was no further information to hand on this matter.

17/06 Storage Shed: Since 25th February, an invitation to tender for the reconstruction of the storage shed and associated repairs had been advertised on the noticeboards in the three Villages. Cllr Whitley had been in discussion with two builders who were in the process of finalising their tenders. It was resolved that Cllr Whitley should be authorised to negotiate the most appropriate arrangements for ensuring that the reconstruction is completed before the Grand Fête on 15th July. The Fête Committee had agreed to contribute towards the cost.

18/06 Community Initiatives: The Chairman reported that on 11th March a group of volunteers from the Villages had removed much of the hedge from around the Odstock Churchyard at the request of the PCC.

19/06 Finance: a) A 5% increase to the annual cost of cutting the grass at Odstock Recreation Field was approved.
b) The following payments were approved:

20/06 Transport, Roads and Footpaths:
a) WCC Parish Lengthsmen: The next visit is scheduled for 21st / 22nd June.
b) Odstock Road will be closed for bridge repairs commencing 27th March. Pedestrian and bicycle access will not be affected and the closure may last for upto four weeks.
c) A338 Road Resurfacing: A Parishioner had written suggesting that WCC be asked to use resurfacing material that would reduce traffic noise. It was agreed that this would be a worthwhile enhancement.

21/06 Planning: S/2006/0341 - FULL APPLICATION - PROPOSED WORKSHOP FOR DIY AND GARDEN STORAGE at WESSEX NUNTON DROVE - There had been significant local objection to this application and the Clerk agreed, under delegation, to alert the planning department to the possible contravention of Planning Policy. 

22/06 Reports and Correspondence:
a) SLCC Clerks Forum on 10-Feb: The Clerk had attended this worthwhile event at no cost to OPC.
b) Cranbourne Chase & West Wilts Downs AONB Forum on 29-Mar: The Clerk was authorised to attend.

23/06 The Annual Parish meeting: It was agreed that the APM should be held prior to the Annual PC meeting on Wednesday, 17th May 2006. The Annual Parish meeting will commence at 7:00pm in the Radnor Hall. 

The meeting closed at 8:30pm
