Odstock Parish Council

An Extraordinary meeting of Odstock Parish Council was held on 2 April 2008 in The Radnor Hall, Bodenham.

Present: Rod Poynting (Chairman), Colin Berry, Stephen Stapley, David Williamson-Jones, Richard Parsons (Clerk), and at least thirty six members of the public.
Apologies:
Cliff Whitley (Vice-Chairman) and Nigel Start.

E1/09 Declaration of Interest: Parish Cllr Ray Martin and Wiltshire Cllr Julian Johnson both live within the vicinity of Nunton Drove and therefore have a personal interest. Both were present as members of the public.

E2/09 A Presentation by the Applicant of S/2009/0750: Recently implemented European Legislation requires Dairy Farmers to refrain from spreading cow waste on the land between September and February. To achieve the legislation's objective, the applicant must create a larger storage facility. The Applicant's agent has prepared plans for a separate 'dirty water' storage lagoon which is located as far away as possible from the Residential Housing at Nunton Drove. Each day, the 'dirty water' will be pumped from the existing slurry lagoon to the new lagoon during the 'closed' season. When the lagoons are to be emptied, the slurry and dirty water will be injected into the ground, away from the residential properties. The increase in storage capacity and the resulting dilution of the cow slurry with rainwater will lead to a reduction in the impact nuisance currently experienced by local residents. 

E3/08 The Majority Opinion of the Public in Attendance: There was overwhelming concern that the proposals would increase the health and safety risks for local residents.

E4/08 The Parish Council Response: In response to the public concern, the OPC Chairman agreed to draft a letter of objection to the Local Planning Authority.

E5/08 The Wiltshire Council Response: Wiltshire Cllr Julian Johnson undertook to ensure that this planning application would be referred to the Southern Area Planning Committee. A report would be prepared together with a recommendation. Objectors and supporters would each have three minutes to put their points of view to the committee. The members of the Planning Committee would consider all aspects of the Planning Application prior to reaching their decision.
