Odstock Parish Council

An Extraordinary meeting of Odstock Parish Council was held on 20 March 2011 in The Nunton Recreation Field Pavilion.

Present: Rod Poynting (Chairman), Ray Martin (Vice-Chairman), Nigel Start, Stephen Stapley, David Williamson-Jones, Richard Parsons (Clerk) and one member of the public.

13/11 Declaration of Interest: Cllr Williamson-Jones declared a personal interest because he has young children.

14/11 Minutes of the Ordinary PC meeting held on 9 February 2011 were agreed and signed by the Chairman. 

15/11 Matters Arising: An Evening Event on 29 April: Following the last PC meeting, an elector had contacted the Parish Council by email expressing her concern at the proposal to commit public funds to an event where the venue would be unable to cater for more than 100 adults. She suggested that it might be more appropriate for the agreed donation to be re-allocated to the Children's Party being organised to celebrate the Royal Wedding. 

16/11 Community Initiatives: It was unanimously agreed to re-allocate the £250 donation agreed under minute no. 6/11(b) to the organisers of the children's party to celebrate the marriage of HRH Prince William of Wales and Miss Catherine Middleton on Friday, 29 April 2011. 

17/11 Finance: The following payments were approved:

18/11 Any Other Business (for information only): 
a) HMRC guidance on a Parish Clerk's Status: From 6 April 2011, a Parish Clerk can never be considered self employed for tax and NIC purposes. The Parish Council must register as an employer with HMRC and operate PAYE on the income the Clerk earns. http://www.hmrc.gov.uk/employers/parish_council.pdf refers.
b) Vacancy in the Office of Councillor: A request for an election was not made to Wiltshire Council by 3 March and therefore OPC will co-opt an eligible candidate at the Annual Parish Council meeting on 11 May 2011.
c) Proposed Changes to Bus Services: Wiltshire Cllr Julian Johnson has been liaising with the Passenger Transport, Head of Service at Wiltshire Council in an attempt to limit the impact of service reductions.
d) Parking outside Salisbury District Hospital: Wiltshire Cllr Julian Johnson has been lobbying for funding to finance a scheme. Some new funding is going to be available for road/traffic schemes, from Area Boards and it may be that the hospital parking issue will qualify. OPC will support an application for funding. 

19/11 The Annual Parish Council Meeting will follow the Annual Parish Meeting which is scheduled to be held at 7:00pm on Wednesday, 11 May 2011 in the Barker Room at Nunton.
