Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 7 September 2011 in The Barker Room, Nunton.

Present: Rod Poynting (Chairman), Ray Martin (Vice-Chairman), Colin Berry, Stephen Stapley, Nigel Start, Gavin Simmonite, Richard Parsons (Clerk), Wiltshire Cllr Julian Johnson and six members of the public.
Apologies: David Williamson-Jones.

34/11 Open Public Forum: 
A Parish Elector drew attention to the requirement to register all Septic Tanks with the Environment Agency. 

35/11 Declaration of Interest: None.

36/11 Minutes of the Annual PC meeting held on 11 May were agreed and signed by the Chairman. 

37/11 Nunton Recreation Field:
a) Football Practice: OPC will require a formal proposal from any group wishing to use the football pitch. 
b) Signage: Cllr Berry agreed to arrange for the supply of signage at the Nunton Recreation Field.
c) Play Area: Weed Removal from the safety surface is easy when the ground is moist after a period of rain. The Clerk reported that he had spent about 50 minutes recently clearing weeds when the safety surface was wet.

38/11 Community Initiatives:
a) Children's Play Area at Odstock Recreation Field:
Cllr Simmonite presented plans for the installation six items of Play Equipment at a cost of about £20,000. Odstock Parish has about £2,500 of R2 money and Cllr Simmonite agreed to explore the practicalities in greater depth and report to the December OPC meeting.
b) Jubilee Gardens: The Chairman reported that he had now completed the refurbishment of the seat and he intends to seek advice about stabilizing the riverbanks which are becoming seriously eroded.

39/11 Transport, Roads and Footpaths:
a) WC Parish Steward Report:
Hedgerows have been trimmed and gullies cleaned. A Ragwort report was published in July.
b) Footpath at Jubilee Gardens: The Community Area Transport Group had recommended the footpath project to be implemented by Wiltshire Council. It was agreed that OPC would contribute £2,500 towards the cost.
c) Double Yellow Lines on Odstock Road: Wiltshire Council has approved parking controls in the vicinity of Salisbury District Hospital.
d) Avon Valley Footpath: Cllr Berry agreed to liaise with the Wiltshire Council Rights of Way Officer in connection with the installation of kissing gates. To consider 5 gates at £150 each. OPC will commit up to £500 and seek additional funding from the Parish Improvement Grant Scheme (PIGS). 

40/11 Planning: There were no planning applications to consider.

41/11 Reports and Correspondence:
a) Cranbourne Chase & West Wiltshire Downs AONB: The Annual Woodfair is on 8-9 October.
b) South Wiltshire Area Board: The next local monthly meeting is at Pitton Village Hall on 6 October.

42/11 Finance:
a) Precept requirement for 2012-2013:
Carried forward to the next PC meeting in December.
