Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 7 December 2011 in The Barker Room at Nunton.

Present:Rod Poynting (Chairman), Ray Martin (Vice-Chairman), Colin Berry, Nigel Start, Gavin Simmonite, David Williamson-Jones, Richard Parsons (Clerk) and six members of the public.
Apologies: 
Stephen Stapley and Wiltshire Cllr Julian Johnson.

45/11 Open Public Forum: 
A Parish Elector reported that the Salt box had been installed and that Wiltshire Council had delivered enough salt. 

46/11 Declaration of Interest: None.

47/11 Minutes of the Ordinary OPC meeting held on 7 September were agreed and signed by the Chairman. 

48/11 Nunton Recreation Field: a) Grass Cutting: The frequency of grass cutting is currently excellent.
b) Signage: Cllr Berry confirmed that the wording for the signs had been agreed and that delivery is imminent.

49/11 Community Initiatives:
a) Radnor Hall Committee:
Groups from outside the Parish generate more than half of the hire income, which almost covers the running costs. The annual grant to fund the cost of the lease is much appreciated.
b) Children's Play Area at Odstock Recreation Field: Cllr Simmonite is awaiting a second design and price in preparation for moving the project forward towards a formal consultation with interested parties. Britford Parish is ready to release some R2 money towards the project and other sources may be able to make funds available.
c) Radnor Hall Car Park: It was agreed to make a grant of £250 towards renovation of the Car Park.
d) Nunton Churchyard Wall: It was agreed to increase the allocation of resources from £400, agreed under minute no.6/10c, to £500 by way of a grant towards the rebuilding the Nunton Churchyard Wall. 
e) Jubilee Gardens: The Chairman reported that he had had a meeting with a representative from the Environment Agency and will discuss solutions with the Longford Estate Manager.
f) Village Notice Boards: The Chairman agreed to refurbish the Bodenham Notice Board. 

50/11 Transport, Roads and Footpaths:
a) WC Parish Steward Report:
Maintenance and some carriageway resurfacing is being regularly undertaken.
b) Footpath at Jubilee Gardens: The new pavement opposite Odstock Church has highlighted the poor state of the footway between the London Planes tree and Jubilee Gardens. This is a highway maintenance matter.
c) Avon Valley Footpath: Cllr Berry reported that he had identified eight locations needing refurbishment of stiles or kissing gates. The Wiltshire Council Rights of Way Officer will advise on the most appropriate method for repair or replacement including potential funding from the Parish Improvement Grant Scheme (PIGS). 

51/11 Planning: There were no planning applications to consider.

52/11 Reports and Correspondence:
a) Wiltshire Council: Consultation on new Dog control orders will commence on 20 January in preparation for commencement on 1 May 2012. Cllr Start agreed to review the procedures and report at a future OPC meeting.
b) South Wiltshire Area Board: The next local monthly meeting is at Downton School on 15 December.

53/11 Finance:
a) Precept requirement for 2012-2013:
Resolved to maintain the precept at the current level of £9,000.
b) Radnor Hall Lease: Resolved to contribute £500 towards the cost. 
c) Receipts: A donation of £250 from the Fete Committee to be spent on play equipment.
d) Payments: The following were approved:
