Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 9 February 2012 in The Radnor Hall, Bodenham.

Present: Rod Poynting (Chairman), Ray Martin (Vice-Chairman), Colin Berry, Stephen Stapley, Nigel Start, David Williamson-Jones, Richard Parsons (Clerk) and two members of the public.
Apologies: Gavin Simmonite and Wiltshire Cllr Julian Johnson.

01/12 Open Public Forum: A Parish Elector commented on the condition of the Notice Boards in the three villages. 

02/12 Declaration of Interest: None.

03/12 Minutes of the Ordinary OPC meeting held on 7 December were agreed and signed by the Chairman. 

04/12 Nunton Recreation Field:
a) Grass Cutting:
It was resolved to renew the existing grass-cutting contract. Action: The Clerk.
b) Signage: Cllr Berry confirmed that the new signs had been affixed to the Nunton Recreation Field Gates.

05/12 Community Initiatives:
a) Radnor Hall Committee:
The Chairman confirmed that he would be representing OPC at the February meeting.
b) Children's Play Area at Odstock Recreation Field: Cllr Simmonite provided an update on project progress.
c) Odstock Telephone Kiosk: Still no information from British Telecom about OPC's offer to buy the kiosk for £1.
d) Queen's Diamond Jubilee: It was agreed to allocate up to £250 as a grant towards celebrating this event. This would be publicised in News and Notes. Applications would be invited from parishioners and grants awarded.
e) Planting of Oak Trees: The Chairman proposed and it was agreed that OPC would plant Oak Trees in both the Nunton Recreation Field and the Odstock Recreation Field to mark the Queen's Diamond Jubilee.
f) Jubilee Gardens: The Chairman is continuing to liaise with the Environment Agency and Longford Estate.
g) Village Notice Boards: Cllr Martin agreed to refurbish the Nunton Notice Board. 

06/12 Transport, Roads and Footpaths:
a) WC Parish Steward Report:
The Yellow 'No-Parking' Lines have now been installed on Odstock Hill.
b) Pavement at Jubilee Gardens: Wiltshire Highways Dept has carried out maintenance at this location.
c) Traffic Speed Survey: Wiltshire Council will soon deploy speed measurement equipment in Nunton. 
d) Avon Valley Footpath: Cllr Berry is continuing to liaise with the Wiltshire Rights of Way Officer regarding the replacement of stiles and kissing gates and potential funding options. 

07/12 Planning:
a) S/2012/0082
- Demolition of existing pair of semi-detached cottages, and erection of single dwelling at Yew Farm Cottages, Great Yews, Odstock, SP5 4JG - OPC agreed to support this application
b) S/2012/0100+0101 - Alterations to roof of existing gardeners store and erection of extension to provide conservatory and pergola structure at Longford Castle Gardens, SP5 4EG - OPC agreed to support this application

08/12 Reports and Correspondence:
a) South Wiltshire Area Board:
The Clerk reported that he had attended the February meeting in Winterslow Village Hall on 2-Feb where plans for the Queen's Diamond Jubilee were discussed.

09/12 Finance:
a) Parish Clerk's Contract of Employment:
Resolved to adopt the revised 2011 NALC/SLCC Model Contract.
b) Internal Audit: It was agreed to retain the services of the current internal auditor.
c) Payments: The following were approved:
