Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 6 December 2012 in Barker Room at Nunton.

Present: Rod Poynting (Chairman), Stephen Stapley, Nigel Start, David Williamson-Jones, Richard Parsons (Clerk), and no members of the public. Absent: Colin Berry
Apologies: Ray Martin (Vice-Chairman), Gavin Simmonite and Wiltshire Cllr Julian Johnson. 

36/12 Open Public Forum: none.

37/12 Declaration of Interest: None.

38/12 Minutes of the Ordinary PC meeting held on 6 September were agreed and signed by the Chairman. 

39/12 River Banks at Jubilee Gardens: The Chairman reported that the Environment Agency had advised that work could not be started on riverbank maintenance until after 1st May.

40/12 Community Initiatives:
a) Radnor Hall Committee:
The Chairman reported that the level of bookings could be improved upon. 
b) Odstock Recreation Field: There was a discussion about funding for the proposed Play Area project and a suggestion was made that some localised fundraising would demonstrate to grant awarding bodies that the project was well supported.
c) Odstock Telephone Kiosk: No progress to report. 
d) Community Safety: South Wiltshire Area Board has requested the appointment of a Parish Council member to lead on Community Safety issues within the Parish. Resolved: To carry forward to a future meeting.

41/12 Transport, Roads and Footpaths:
a) Parish Highways Maintenance:
Gullies emptied and potholes repaired (11 separate issues resolved). The Wiltshire Council's 'Clarence' Service (0800 23 23 23) is the best way for reporting Highways issues. 
b) Odstock School: Cllr Start reported that further consideration of improved footways by the school could be delayed until the longer-term future of the school had been determined.
c) Community Speed Watch: No progress to report.
d) Roadside Footpath Maintenance: The surface of the footpath from Odstock Church to Nunton is in need of refurbishment. This will be added to the maintenance schedule. 
e) Avon Valley Footpath: It was noted that seven of the eight kissing gates had now been installed.

42/12 Planning: a) S/2012/1501 - Change of use at Parsonage Barn, Odstock, SP5 4JB - No Objections.
b) S/2012/1677 - Install solar PV panels in the field at Lower Nunton Farm House, SP5 4HP - No Objections.

43/12 Reports and Correspondence:
a) South Wiltshire Area Board:
The last meeting was held Coombe Bissett Village Hall on 29 November.
b) South Wiltshire Area Board: The next local meeting is in Winterslow Village Hall on 31 January and is the last meeting before the local elections in May 2013. The Clerk agreed to attend on behalf of OPC.

44/12 Finance:
a) Internal Audit:
A parishioner has agreed to perform the internal audit for the next three years.
b) OPC's Community Grants: It was resolved to award £750 to Radnor Hall and £500 to ONB PCC.
c) Precept requirement for 2013-2014: Resolved to maintain the precept at the current level of £9,000.
d) Payments: The following were approved:

         Odstock with N&B PCC - Grass Cutting Grant ------ 409 - £500.00p
         Bawden Contracting Services Ltd - Grass Cutting ---- 410 - £392.30p

46/12 The next Parish Council meeting is scheduled to be held at 7:30pm on Thursday, 7 February 2013.
