Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 3 July 2014 in the Pavilion, Nunton Recreation Field.

Present: Rod Poynting (Chairman), Stephen Stapley (Vice-Chairman), Colin Berry, Sally Nelson, Richard Parsons (Clerk) and one member of the public.
Apologies: Gavin Simmonite, Nigel Start, David Williamson-Jones and Wiltshire Cllr Julian Johnson.

28/14 Open Public Forum: Comments were made about the missing Odstock sign between Odstock and Nunton. The hedge at Jacobs Corner is causing visibility problems and will need to be cut back.

29/14 Declaration of Interest: None.

30/14 Minutes of the Annual OPC meeting held on 8 May were approved and signed by the Chairman.

31/14 Nunton Recreation Field:
a)Community Orchard:
The Chairman produced a detailed plan for the creation of a Community Orchard in the north-east corner of the Nunton Recreation Field and a grant application, ready for submission. There was a discussion about the detail of the plan and the Chairman advised that he had written to the Longford Estate inviting the landowner’s opinion on the proposals. Close proximity to the Orchard retirement bungalows is likely to significantly enhance the effectiveness of this community initiative. It was agreed to commit up to £1,500 from OPC funds towards a total project cost of £4,033. It is anticipated that running costs will be £300-£500 p.a.
b)Play Safety: A RoSPA safety inspection of the Nunton Play Area will take place in September and it is likely that extra wood chippings will be needed to bring the safety surface up to the required standard.
c)Boundary Fence: Following the theft of the wire netting behind the east-end goal post, it was resolved that any decision to install a replacement would be postponed while the football pitch is not in use.
d)Pavilion: A recent drain blockage had required a visit by Drain Services Ltd at a cost of £250 plus VAT.

32/14 Community Initiatives:
a)Radnor Hall Committee:
The Chairman reported that the new Hall caretaker is now in post.
b)Odstock Recreation Field: The plan to plant trees around the play equipment, as a windbreak, will be considered when Cllr Simmonite is present at a future OPC meeting.
c)Shepherds Close Parking: Cllr Berry agreed to notify residents that they are expected to use the top car parking area, ensuring that access to the Odstock Recreation Field is never blocked.
d)Jubilee Gardens: ‘Deep Water’ signs are being installed and re-profiling of the riverbed is under consideration.

33/14 Transport, Roads and Footpaths:
a)Parish Highways and Streetscene Maintenance:
Wiltshire Highways will deal with OPC requests, as required.
b)Community Area Transport Group: Cllr Berry will attend the next CATG meeting on 21 July and progress the plan to resurface the path behind the hedgerow, off the C12, east of Odstock Church.

34/14 Planning: There were no new planning applications for consideration.

35/14 Reports and Correspondence: The next Area Board meeting is in Winterslow Village Hall on 31 July.

36/14 Finance:
a)Risk Assessment:
Existing policies were considered adequate.
b)Theft Insurance: OPC’s insurance is for Public Liability only. Cover for theft will require additional premium.
c)Payments: The following were approved:

37/14 Any Other Business (for information only): The Chairman is organising a Parish Boundary Walk on Saturday, 16 August, commencing at 10:30am from the Pavilion in the Nunton Recreation Field.

38/14 The next scheduled OPC meeting is on Thursday, 4 September 2014.
