Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 11 September 2014 in the Pavilion, Nunton Recreation Field.

Present: Rod Poynting (Chairman), Stephen Stapley (Vice-Chairman), Colin Berry, Nigel Start, Sally Nelson, Wiltshire Cllr Julian Johnson, Richard Parsons (Clerk) and one member of the public.
Apologies: Gavin Simmonite and David Williamson-Jones.

39/14 Open Public Forum: None.

40/14 Declaration of Interest: None.

41/14 Minutes of the Ordinary OPC meeting held on 3 July were approved and signed by the Chairman.

42/14 Nunton Recreation Field:
a)Community Orchard:
Longford Estate are unable to approve the north-east corner of the Nunton Recreation Field as suitable for a Community Orchard, however, the estate may be able to offer an alternative site in due course.
b)Play Safety: It was agreed to await the RoSPA safety inspection report before determining maintenance requirements. In May 2010, the safety surface was replenished with 35 cu m of Pine Play bark. The current cost of delivering a similar quantity is about £50 per cu m; £1,750... The cost of a 20 cu m load is about £64 per cu m; £1,280

43/14 Community Initiatives:
a)Radnor Hall Committee:
Nothing to report.
b)Odstock Recreation Field: In Cllr Simmonite’s absence and since the planting of trees can be carried out up until March, it was agreed to consider tree planting at a future OPC meeting.
c)Shepherds Close Parking: Cllr Berry suggested that extending the bottom car-park is not a viable option.
d)Jubilee Gardens: The re-profiling of the riverbed will be carried forward to 2015.
e)Undergrounding of Parish Power Cables in the ANOB: Cllr Start reported that he had found it necessary to open negotiations directly with Electricity Supplier rather than with the Cranbourne Chase & WWD AONB.

44/14 Transport, Roads and Footpaths:
a)Community Area Transport Group: Cllr Berry reported that for a CATG approved scheme, OPC would be expected to contribute 10% towards the cost. It was agreed to consult parishioners about a proposed traffic calming scheme and a notice will be published in News & Notes encouraging parishioners to engage in the consultation. It was agreed to allocate £600 towards scheme costs. The result of the consultation will need to be available at the next OPC meeting.
b)Footpath Resurfacing: Cllr Berry reported that work on the path would soon start and that funding of £1,234.48 had been agreed with Wiltshire Council.
c)Litter Picking: This will been postponed until the Spring.

45/14 Planning: There were no new planning applications for consideration. Cllr Berry explained the implications of the Wiltshire Council’s Traveller Needs Assessment 2014. This is likely to have little impact on the Parish of Odstock.

46/14 Reports and Correspondence: The next Area Board meeting is in Winterslow Village Hall on 13 October.

47/14 Finance:
a)Review of Expenditure:
A Budget for 2015/2016 was presented in preparation for the setting of the precept at the OPC meeting in December.
