Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 12 September 2016 in the Pavilion, Nunton Recreation Field.

Present: Gavin Simmonite (Chairman), Stephen Stapley, Nigel Start, Sally Nelson, David Williamson-Jones, Richard Parsons (Clerk) and one member of the public.
Apologies: Rod Poynting (Vice-Chairman), Colin Berry, Wilts Cllr Julian Johnson.

37/16 Open Public Forum: There was a brief discussion about Parish Website development.

38/16 Declaration of Interest: None.

39/16 Minutes of the Ordinary OPC meeting held on 4 July were approved and signed by Cllr Start.

40/16 Community Initiatives:
a) Radnor Hall Committee:
Hall usage is less than in previous years and there is a plan to establish an indoor bowls activity. The Committee believes a Parish website will make it easier to promote the Radnor Hall as an events venue.
b) Longford Estate Proposals: Negotiations with Wiltshire Council’s Planning Dept are expected before year end.
c) Parish/Community Planning: Cllr Nelson will ensure that the parish’s business community is engaged with the plan.
d) Yew Tree Public House: Village SOS, an ACRE initiative, is a campaign to help rural community projects survive and thrive. Cllr Start agreed to lead on a project to ensure the long-term survival of the Yew Tree Inn.
e) Village Noticeboards: It was agreed to invite quotes, circa £150, for the refurbishment of the Odstock noticeboard.
f) Parish Website: It was agreed to set-up a PC sub-committee to explore the implications of creating and maintaining a website for the benefit of all parishioners. Full advantage of all funding initiatives will be taken into account.

41/16 Nunton Recreation Field:
a) Play Area:
Regular inspections by OPC members confirms the equipment is fit for purpose.
b) Pavilion: Cllr Poynting is preparing grant applications to fund the replacement windows project.
c) Facilities Usage: Cllr Start offered to produce a license agreement for controlling organised usage of the field.

42/16 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
The new Parish Lengthsman scheme involves maintaining an ‘issues log’.
b) Community Area Transport Group: Cllr Start suggested a project to selectively apply a 20mph speed-limit.
c) Resurfacing and Traffic Calming along the C12: This project is likely to be rescheduled for 2017/18.
d) Fly Tipping: The Longford Estate Manager has had some success with using a camera to identify offenders.
e) Community Speedwatch: Cllr Start reported eight volunteers would be attending the Devizes training on 13 October.
f) Footpath Weed Control: Cllr Nelson believes OPC needs an active strategy for footpath weed control.
g) Rights of Way: Cllr Start believes that all Rights of Way need to be regularised under the Countryside and Rights of Way Act 2000 (CROW). He will consult with the Wiltshire Rights of Way warden to discover whether there is any ambiguity concerning established Rights of Way within Odstock Parish.

43/16 Planning: There were no planning applications for consideration.

44/16 Reports and Correspondence:
a) Wiltshire Council:
The next Area Board meeting is at Coombe Bissett Village Hall on Thursday, 29 September.
b) Ebble Valley Flood Wardens: Cllr Nelson had agreed to attend a meeting, organised by Wiltshire Council, on behalf of OPC, however, she had not been available on the date arranged for the meeting.
