Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 12 December 2016 in the Barker Room, Nunton.

Present: Rod Poynting (Vice-Chairman), Colin Berry, Stephen Stapley, Nigel Start, Sally Nelson, David Williamson-Jones, Richard Parsons (Clerk) and two members of the public.
Apologies: Gavin Simmonite (Chairman) and Wilts Cllr Julian Johnson.

48/16 Open Public Forum: It was reported, the Telephone Kiosk at Nunton has been removed.

49/16 Declaration of Interest: None.

50/16 Minutes of the Ordinary OPC meeting held on 12 September were approved and signed by Cllr Williamson-Jones.

51/16 Community Initiatives:
a) Radnor Hall Committee:
The Short Mat Bowls equipment is now ready for use.
b) Parish/Community Planning: Cllr Nelson reported progress with the plan and still a lot to do. Britford PC has expressed an interest in understanding how the influence of neighbouring parishes might affected any of these plans.
c) Odstock Telephone Box: Ownership transfer to OPC of the K6 kiosk will soon be completed. Ref: Min No. 6/10.
d) Village Noticeboards: A quote of £205.68p for the refurbishment of the Odstock noticeboard was accepted.
e) Parish Website: The proposed PC sub-committee, setup to explore the implications of creating and maintaining a website for the benefit of all parishioners, has yet to convene a meeting. Cllr Start is ready to make constructive comments on the look and feel of a website and Cllr Poynting believes the objective is to have a central database containing information about the three villages which anybody might want to access. The availability of the original government funding on offer may have expired and the objective of the PC sub-committee is to be ready to take advantage of any new funding initiatives. Accurate information can be easily maintained on Wikipedia.org

52/16 Nunton Recreation Field:
a) Play Area:
Cllr Williamson-Jones agreed to conduct a thorough inspection of the play equipment.
b) Pavilion: Cllr Poynting has submitted grant applications to fund the replacement windows project.
c) Facilities Usage: Instead of a license agreement, Cllr Start is proposing a ‘Memorandum of Understanding’ to assist PC members decide how to respond to eligible requests for using the Field and the Pavilion.

53/16 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
The Odstock ‘issues log’ is proving to be effective in identifying urgent maintenance.
The following ‘issues’ have been identified as requiring attention:
1. Weeds and fallen leaves encroaching across footways between Odstock Church carpark and Jubilee Gardens.
2. Weeds and fallen leaves encroaching across footways between Jubilee Gardens and Odstock Nursery School.
3. Weeds and hedge encroaching across footway from Odstock Church towards Nunton, between hedge and fence.
4. Hedge encroaching across footway from Odstock Crossroads east towards Nunton, right-hand side of road.
5. Weeds encroaching across footway from A338 towards Bodenham, past the Radnor Hall and on to New Hall Hospital.
6. Visibility for drivers in both directions at Jacobs corner at the bottom of the hill from the hospital, before the first bridge.
7. Weeds and soil encroaching across footway from Nunton junction along A338 towards Britford.
8. Small pothole on road from southern most A338 junction towards Nunton Church.
b) C.A.T.G: Cllr Berry suggested a project to build a footpath around the Plains Tree opposite Odstock Church. Cllr Start reiterated his proposal to selectively apply 20mph speed-limits at the Radnor Arms and Odstock Nursery School. The next GATG meeting is on 1 March, 6:30pm, in the De La Wyle Room at Bourne Hill Council Offices.
c) Dog Fouling: The request for a dog waste bin was unanimously rejected as being impractical to arrange the emptying.
d) Community Speedwatch: Cllr Start reported eight trained volunteers are ready to start. His team will work with those in Coombe Bissett and Harnham. They will be ‘driving down speed... driving up safety’.

54/16 Planning: There were no planning applications for consideration.

55/16 Reports and Correspondence:
a) Wiltshire Council:
The next Area Board meeting is at Trafalgar School, Downton on Thursday, 26 January.
b) Wiltshire Association of Local Councils: Application deadlines for Transparency Code funding are 6 January, 3 February and 10 March.
c) Publication date for Notice of Wiltshire Elections 2017: 15 March for day of poll on Thursday, 4 May, 2017.

56/16 Finance:
a) Internal Audit:
The current internal auditor has agreed to his appointment for a fifth consecutive year.
b) OPC's Community Grants: It was resolved to award £600 to ONB PCC for Churchyard and Jubilee Gardens grass cutting and a £250 contribution towards the cost of the annual Radnor Hall lease.
c) Precept requirement for 2017-2018: It was resolved to maintain the precept at the current level of £12,068.38p.
d) Payments: The following were approved:

57/16 Any Other Business (for information only): Cllr Berry is concerned about mud from tractor traffic along Nunton Drove and Rose Lane. He is proposing to bring this to the attention of Highways and/or the CATG committee.

58/16 The next Ordinary OPC meeting is scheduled for 13 February.
