Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 11 December 2017 in the Nunton Recreation Field Pavilion.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Thomas Newman, Richard Parsons (Clerk), Wiltshire Cllr Richard Clewer and no members of the public.
Apologies: Rod Poynting, Stephen Stapley, Colin Berry and Gavin Simmonite.

57/17 Open Public Forum: None.

58/17 Councillor Co-option: Thomas Newman of 20 Shepherds Close, Odstock, was co-opted to the office of Odstock Parish Councillor following the notice of the vacancy being published in the October edition of News and Notes.

59/17 Declaration of Interest: None.

60/17 Minutes of the Ordinary OPC meeting held on 11 September were approved and signed by the Chairman.

61/17 Community Initiatives:
a) Radnor Hall Committee:
Whilst the Hall is fairly busy with regular events, there is a pressing need for some younger volunteers to join the hall committee. The Radnor Hall provides a valuable service within the parish community.
b) Odstock K6 Kiosk: It was agreed to commission the installation of shelving and the need for a carpenter will be publicised in News & Notes. OPC will cover the cost of installing the shelving.
c) Neighbourhood Plan: Members of the original Steering Committee have agreed to hold a meeting in the New Year to assess the new Planning Guidance on the merits of producing a Neighbourhood Plan for Odstock Parish.
d) Communications: The Chairman will prepare a report about OPC business for publication in News and Notes.
e) Website: Dedicated hosting will be the objective of OPC’s application to the Government’s Transparency Fund.

62/17 Nunton Recreation Field:
a) Pavilion:
Wiltshire Council has requested acknowledgement of the Community Area grant received by OPC towards the cost of the replacement windows and doors. A review will be prepared for the ‘Our Community Matters’ website. Cllr Poynting has applied preservative to the exterior of the Pavilion and it was agreed to cover the cost of materials.
b) Mole Hills: Eliminating the moles causing significant disruption in both playing fields will require professional help.
c) Play Area: The deteriorating wooden uprights are being regularly inspected and are currently considered to be safe.

63/17 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
The Clerk met the Parish Steward who confirmed the tasks which had been completed.
b) Community Area Transport Group: There are currently no new projects affecting Odstock Parish.
c) Community Speedwatch: Cllr Start believes this project is having the desired effect of slowing speeding drivers.
d) Timber Bus Shelters: Cllr Poynting has agreed to report on their condition and recommend a maintenance schedule.

64/17 Planning: Planning applications 17/11336/FUL and 17/11393/FUL will be considered by members reviewing the online documentation and responses will be agreed by email prior to submission to Wiltshire Council Planning Department.

65/17 Reports and Correspondence:
a) Wiltshire Council:
The next Area Board meeting is at Alderbury Village Hall on Thursday 1st February.

66/17 Finance:
a) Internal Audit:
The current internal auditor has agreed to his appointment for a sixth consecutive year.
b) OPC's Community Grants: It was resolved to award a £600 grant to ONB PCC for Churchyard and Jubilee Gardens grass cutting and a £250 contribution towards the cost of the annual Radnor Hall lease.
c) Precept Resolution for 2018-19: £12,060 will equal the current level of £48.50p for a Band D Council Tax property.
d) Payments: The following were approved:
