An Ordinary meeting of Odstock Parish Council was held on 5 December 2013 in the Barker Room at Nunton.
Present: Rod Poynting (Chairman), Stephen Stapley (Vice-Chairman), Colin Berry, Gavin
Simmonite, Richard Parsons (Clerk) and one member of the public.
Apologies: David Williamson-Jones, Nigel Start and Wiltshire Cllr Julian
Johnson.
48/13 Open Public Forum: Cllr Berry agreed to order
another bag of salt for the Shepherds Close salt bin.

Candidates for Co-option to the Office of Parish Councillor: None.
50/13 Declaration of Interest: None.
51/13 Minutes of the
Ordinary OPC meeting held on 5 September were approved and signed by the
Chairman.
52/13 Nunton Recreation Field: a) Conditions of
Use: Public Liability insurance was discussed. A definitive decision
could not be reached. b) Play Area Safety Inspection:
Cllr Simmonite
agreed to discuss the implications of the RoSPA safety report as part of
his negotiations in connection with the proposed new Play Area in
Odstock Playing Field.
53/13 Community Initiatives: a) Radnor
Hall Committee: The Chairman reported on an initiative to introduce
regular tabletop sales events. b) Odstock Recreation Field: Cllr
Simmonite reported that he had secured £11,000 of funding from the
Landfill Communities Fund, administered by Community First in Devizes,
towards a total estimated cost of £22,000. On 1 August, the Southern
Wiltshire Area Board had approved a £5000 grant from the Community
Grants Scheme. He will now negotiate with suppliers to secure an
installation which will deliver best value for money. The Chairman
advised on the planting of a windbreak and recommended a bird friendly
mixture of trees be used. c) Jubilee Gardens: The RoSPA report did
not identify any serious defects and suggested the installation of a
sign which would help to alert visitors to the potential dangers of
unsupervised water based activities.
54/13 Transport, Roads and
Footpaths: a) Parish Highways and Streetscene Maintenance: Wiltshire
Council Highways department has confirmed that contact with the Parish
Stewards is best achieved through existing channels and that routine
maintenance of footways and roadside hedgerows continues to be carried
out on a timely basis. The 'Clarence' (0800 23 23 23) Service is being
expanded to include alternative methods for reporting Highways issues.
b) Community Area Transport Group: Cllr Berry agreed to discuss possible
schemes with Council Officers.
55/13 Planning: There were no new
planning applications.
56/13 Reports and Correspondence: The next
Area Board meeting is in Alderbury Village Hall on 30 January.
57/13 Finance: a) Internal Audit: 2013-2014 will be year 2 of the
current 3 year internal auditor's appointment. b) OPC's Community
Grants: It was resolved to award £750 to the Radnor Hall and £500 to ONB
PCC. c) Precept requirement for 2014-2015: Resolved to increase the
precept by £1,000 to accommodate maintenance requirements of the Nunton
play equipment and contingency costs of the new Odstock Play area.

58/13 Any Other Business (for information
only): a) Odstock Sewage Works: Cllr Berry reported that safety
fencing had been installed. b) Oaktree Field Caravan Site: Cllr Berry
reported that he had attended a Wiltshire Council meeting where a plan
to redevelop the Oaktree Traveller site in Britford Parish had been
discussed. A full planning application will be submitted in due course
and this will be the opportunity for OPC to comment on the proposals.
59/13 The next scheduled OPC meeting will be held on Thursday, 6
February 2014.
